인터뷰365 김두호 인터뷰어(/하와이 호놀룰루)= 1903년 1월 13일. 102명의 한인이 태평양을 건너 하와이 호놀룰루항에 첫발을 내딛였다. 대한민국 최초의 공식 한인 이민이 시작된 순간이다. 하와이는 '이민 종가'로 한인교민사(史)에서 중요한 의미를 지닌 곳이다.

현재 하와이에는 현재 6만명 이상의 한인들이 거주하고 있다. 120년을 이어온 하와이 교민사에서 한인회를 빼놓을 수 없다. 1970년대 이후 하와이에 정착한 이민자들이 주축이 되어 출범한 하와이 한인회는 지난 반세기 동안 하와이 동포들의 권익 보호와 권리 신장을 위해 활동을 이어왔다. 지난해에는 한인 사회의 염원이자 숙원 사업이었던 한인회관을 개관하며 '제2의 도약기'를 맞았다.

지난해말 취임해 25대 하와이 한인회를 이끄는 서대영(1971~) 회장은 15살에 한국에서 이민 온 1.5세다. 하와이대 학부 졸업 후 동 대학 법대를 졸업해 현재 변호사로활동 중이다.

서 회장은 한인회관이 한인들의 구심점의 역할 뿐 아니라, 지역 사회 발전에도 기여할 것으로 기대했다. 한인회관에는 각종 문화 수업이 진행되는 커뮤니티 센터(Cultural Community Center)를 운영해 한인뿐 아니라 현지 주민 사이에서 호응을 얻고 있다. 한인들의 문화와 가치관을 공유해 지역 사회, 더 나아가 하와이 발전에 기여한다는 목표다.

서 회장을 호놀룰루 키아모쿠 중심에 위치한 한인회관에서 만났다. 이날 인터뷰에는 김창웅 세계한인교민청 부대사(한인회 전 사무총장), 남영돈 한인회 이사장 겸 한인회관 관장이 함께 자리했다. 

- 하와이에 이주하게 된 계기는.

대전이 고향이다. 대전서 중학교(가양중학교)를 졸업한 후 15세에 가족과 함께 하와이에 이민을 왔다. 미국인과 결혼해 하와이에 정착한 이모님의 가족 이민 초청이 있었다. 1980-90년대 당시 가족 이민 초청으로 한국에서 이민 온 분들이 많던 시기였다.

- 역대 하와이 한인회장 가운데 가장 젊다. 한인회는 어떤 인연으로 몸담게 됐나.

한인회에 봉사한지는 10년쯤 됐다. 변호사다 보니 법률 고문 자격으로 참여를 하기 시작했다. 제24대 한인회(박봉룡 회장)때 수석 부회장을 거쳐 제25대 회장으로 선출됐다.

- 한인회 역사가 궁금하다.

(남영돈 한인회 이사장) “하와이 교민사의 출발점은 이민 1세대가 만든 국민회, 동지회, 태극회 등 세 단체다. 이들 각 단체의 역사가 100년이 넘는다. 한인회의 뿌리가 되는 단체들이다. 2세, 3세 등 후손들이 주류로 활동하며 이 단체의 명맥을 유지했지만, 사실상 현재는 활동이 전무한 상태다. 이후 하와이 친구란 의미의 '하우(友)회'란 단체가 발족 됐는데, 한인회의 모태인 셈이다. 한인회란 이름으로 정식 출발한 것은 1980년이다.”

- 그럼 현재 한인회의 주축은 누구인가.

“한인회는 미국 이민 붐이 불었던 1970년대 이후 정착한 한국어가 모국어인 이민자들이 주축이 되어 만든 단체다. 설립 후 50여년이 흘렀는데, 앞으로는 1.5세, 2세들이 참여해 활동을 이어 나가게 될 것이다.”

- 한인 이민이 시작된 곳이라는 점에서도 큰 의미를 지닌 곳인데.

(남영돈 한인회 이사장) “한인이 미주에서 첫발을 밟은 '이민종가'가 하와이다.무엇보다도 하와이 이민 1세대들이 고된 삶을 살면서도 번 돈을 모아 상해임시정부에 독립운동자금을 지원했다. 이런 역사적 사실이 저평가된 것이 아쉽다.

최근엔 윤석열 대통령의 국빈 방미에 맞춰 한인회가 주도해 하와이 내 모든 한인 단체를 모아 하와이 로컬 신문에 환영 광고를 냈다. 이를 통해 현지 사회에 한인의 단합을 보여주는 계기가 됐다. 하와이 인구가 110만명 정도인데, 한인이 6만~7만 명 정도니 약 5%가 한국계다. 모국이 잘 되길 바라는 마음은 여기 있는 한인 모두가 같을 것이다.”

하와이에는 한인 후손의 저명인사들도 많이 배출됐다. 전 호놀룰루경찰청장 도나휴 리, 전 하와이카운티 시장 해리 김, 한인 1.5세인 현 하와이 부주지사 실비아 장 루크, 지난해 세상을 떠난 한인 3세 문대양(로널드 문) 전 하와이 대법원장 등이 대표적이다. 남영돈 이사장은 "문대양 판사 어머니가 5년 전 향년 95세에 타계하셨는데, 한글에 애착을 많이 갖고 계셨다"며 "한인2세였지만 영어뿐 아니라 한국말도 굉장히 잘하셨다"고 회고했다.

- 한인회관 규모가 꽤 크다.

“지난해 10월에 새롭게 열었다. 현재 2층과 3층 두개 층을 사용하는데, 한 층이 약 120평(396)에 달한다. 하와이 이민 역사상 이렇게 큰 규모의 번듯한 한인회관 조성은 처음이다. 한인들의 노력과 염원의 결실이다. 하와이에 거주하는 교민 수는 6만 명이 넘는다. 한인회관이 한인들의 구심점이 돼 줄 것으로 기대한다.”

- 한인회관 조성은 어떻게 이루어졌나.

“시정부로부터 해당 건물을 장기 임대받았다. 과거 공공 도서관으로 운영되다 공실로 남아있던 빈 건물이었다. 지역 사회 발전에 기여하며 상생 발전한다는 한인회관 취지에 적극 공감해 주정부가 임대료 없이 반영구적으로 이 공간을 활용할 수 있도록 허가했다.”

한인회관 2층에는 각종 문화 수업이 진행되는 커뮤니티 센터(Cultural Community Center)가 운영되고 있다. 3층에는 한인들의 하와이 이민 역사를 한눈에 볼 수 있는 이민역사관이 마련됐다.

서 회장은 “그동안 한인들을 비롯한 현지 주민들을 대상으로 17개의 다양한 문화 강좌 프로그램을 무료로 진행해 호응을 얻었다. 몇몇 강좌는 일찌감치 정원이 마감되기도 했다”고 말했다. 이날도 동양화, 고전무용, 라임댄스 등 6개 강좌가 진행 중이라고 했다.

서 회장은 “오픈한지 몇 달 지나지 않았지만, 한인뿐 아니라 지역 사회와 활발히 소통하고 있다는 점에서 의미가 깊다”며 “한인뿐 아니라 지역 사회에 이바지하는 장소로 자리매김 할 것”이라고 힘주어 말했다.

주정부에서도 한인회관을 적극적으로 지원하고 있다.

남영돈 이사장은 "주정부에 지원금을 신청했는데 지난해 시설비로 41만 불(한화 약 5억 4,400만 원)이 나왔다. 이번에 한인회가 운영하는 커뮤니티센터 운영기금으로 25만 불(한화 약 3억 3,200만 원)이 책정됐다고 들었다”고 말했다.

- 임대료 없이 장기임대 받는 과정이 쉽지는 않았을 것 같다.

“한인회관 조성 논의가 구체화한 시기는 2011년경부터였다. 공실 건물을 직접 찾고, 주정부, 시정부와의 교섭 등 정식 개관까지 준비 기간만 10여 년이 걸렸다. 역대 회장님들과 한인회 분들의 노고와 땀이 있었기에 가능했다.”

- 한인회의 향후 계획은 무엇인가.

“한인회관의 영구적 존속을 위해 노력하고, 더욱 더 깊이 현지 사회에 편입하기 위해 힘쓸 것이다. 이를 위해 현재 한인회의 모든 역량을 다양한 문화강좌 개발과 우수한 강사 영입에 집중하고 있다. 현재 1학기를 마쳤고, 앞으로 여름학기와 가을학기도 개설한다. 주민들이 한글과 한국 문화를 배우고 싶고, 수강하고 싶어하는 수준 높은 강좌를 선보이는 것이 당면 목표다. 이를 통해 한인들의 전체적인 위상도 높아질 것으로 기대된다. 현지 사회에 한국 문화를 알리고, 주류 사회에 편입해 그들과 소통하며, 아울러 한인2세들에게 한인으로서의 정체성 확립에도 도움을 줄 수 있도록 온 힘을 다하겠다.”

- What motivated you to move to Hawaii?

Daejeon is my hometown. I immigrated to Hawaii with my family at the age of 15 after graduating from middle school (Gayang Middle School) in Daejeon. My aunt, who married an American and settled in Hawaii, invited my family to immigrate. In the 1980s and 1990s, there were many people who immigrated from Korea at the invitation of their families.

- You are the youngest of all Hawaiian Korean Association presidents. How did you come to join the Korean Association?

It has been about 10 years since I volunteered for the Korean Association. As a lawyer, I started participating as a legal advisor. During the 24th Korean Association (Park Bong-ryong), I served as the senior vice president and I was elected as the 25th president.

◆ The first beginning of Korean immigration, 120 years of immigration to Hawaii

- I am curious about the history of the Korean Association in Hawaii.

(Nam Yeong-don, chairman of the Korean Association) “The starting point of the history of Korean immigrants in Hawaii is the 'Kookminhoe', 'Dongjihoe', and 'Taegeukhoe', which were created by first-generation immigrants. Each of these organizations has a history of over 100 years. These are the organizations that are the root of the Korean Association. Descendants such as the 2nd and 3rd generations acted as the mainstream and maintained the life of the group, but there is virtually no activity at present. Since then, a group called 'Howuhoe', which means friends in Hawaii, was launched, and it is the origin of the Korean Association. It was in 1980 that it officially started under the name of the Korean Association.”

- Then, who is the mainstream of the Korean Association?

(Nam Yeong-don, chairman of the Korean Association) “Hawaii is the 'head family of immigrants' where Koreans took their first steps in the Americas. Above all, the first generation of Hawaii immigrants raised money earned despite living a hard life and supported the Shanghai Provisional Government with funds for the independence movement. It is unfortunate that this historical fact is underestimated.

Recently, in line with President Yoon Seok-yeol's state visit to the United States, the Korean Association took the lead and gathered all Korean organizations in Hawaii and placed a welcome advertisement in a local newspaper in Hawaii. This served as an opportunity to show the unity of Koreans in the local community. The population of Hawaii is about 1.1 million, but there are about 60,000 to 70,000 Koreans, so about 5% are Korean. Hawaii has also produced many prominent figures of Korean descent. Representatives include former Honolulu Police Commissioner Donahue Lee, former Hawaii County Mayor Harry Kim, 1.5-year-old Korean American, current Hawaii Lieutenant Governor Sylvia Jean-Luc, and 3-year-old Korean American Moon Dae-yang (Ronald Moon), former Chief Justice of Hawaii, who passed away last year. Chairman Don Nam Young-don said, “Judge Moon Dae-yang’s mother passed away five years ago at the age of 95, and she had a lot of attachment to Korean.” " he recalled.

- The Korean community Center is quite large.

“It opened in October of last year. Currently, two floors are used, the 2nd and 3rd floors, and one floor is about 120 pyeong (396 square meters). It is the first time in the history of immigration to Hawaii that such a large-scale and decent Korean community has been created. It is the fruit of the efforts and aspirations of Koreans. More than 60,000 Koreans live in Hawaii. I hope that the Korean Community Center will become the focal point for Koreans.”

- How did the opening of the Korean Community Center come about?

“We received a long-term lease of the building from the city government. It was an empty building that was operated as a public library in the past and remained vacant. The state government actively sympathized with the purpose of the Korean Center to contribute to the development of the local community and develop together, and allowed the space to be used semi-permanently without rent.”

◆Korean community center, cultural lectures for Koreans and local residents 'resonance'... Contributing to the local community

On the second floor of the Korean Community Center, there is a 'community center' where various cultural classes are held. On the 3rd floor, there is an immigration history hall where you can see the history of Korean immigration to Hawaii at a glance.

Chairman Seo said, “So far, we have been receiving positive responses from Koreans and other local residents by conducting 17 various cultural lecture programs for free. Some classes were closed early,” he said. On this day, it was said that six classes, including oriental painting, classical dance, and rhyme dance, were in progress.

President Seo said, "It's been a few months since we opened, but it's meaningful in that we're actively communicating not only with Koreans but also with the local community."

The state government is also actively supporting the Korean community.

Director Nam Young-don said, "The Korean Association applied for support from the state government, and last year, 410,000 dollars was paid for the facility. I heard that 250,000 dollars were earmarked for the operation of the community center run by the Korean Association this time."

- I don't think the process of getting a long-term lease without rent was easy.

“It was around 2011 when the discussion on creating a Korean community center took shape. It took more than 10 years to prepare for the official opening, including finding a vacant building and negotiating with the state and city governments. It was possible because of the hard work and sweat of past presidents and members of the Korean Association.”

- What are the future plans of the Korean Association?

“I will work hard for the permanent existence of the Korean Community Center and to integrate more deeply into the local society. To this end, the Korean Association is currently concentrating all its capabilities on developing various cultural courses and recruiting excellent instructors. Currently, the first semester has been completed, and summer and fall semesters will be opened in the future. My immediate goal is to present a high-quality lecture that residents want to learn Korean and Korean culture and want to take. Through this, the overall status of Koreans is expected to rise. I will do everything in my power to promote Korean culture to the local community, communicate with the mainstream society, and help second-generation Koreans establish their identity as Koreans.”
